Depending on weight of equipment etc you may have to replace joists.....expensive!If they are strong enough...loftboards are a relatively inexpensive way to kit out a loft......I did my loft (luckily my joists were strong enough for what I needed to do) for £70. Plasterboards £60. Paint and Paper £40. Lightweight cord carpet £42. Additional timber £120So I gained a whole room basically for very little money.

contact local council you might qualify for a grant,depends on circumstances,there are certain standards that must met to meet building regulations,if no direct stairs to loft then you will not meet fire regulations,suggest you contact your local planning office and then you can start to get an idea of budget required.

if you are only going to use it for storage then you can reinforce the ceiling joist and that's not expensive and you do not need any type of permission .. however if you are going to use it as a residential room .. then you would need planning permission and require building regs ..you would need to put in a proper stair case..  as well as convert all doors in house except bathroom into self closing with thicker door stops  ..hard wired smoke detectors ..etc .. average cost £10000  plus  vat   if you are only using for storage..etc ..allways buy the best type of loft ladder  if you are going up and down it a lot you willsoon apreciate the best
